Changes in customs debt payment options

We would like to inform you about the following changes regarding the options for payment of customs debt in the framework of customs formalities for the release of parcels transported by DHL Express Romania.

The changes will come into force on 4 September 2023.

Payment options for customs debt to come into forceSince the Romanian customs authorities do not have an IT system to process bank transfers to customs treasury accounts quickly and automatically, payment of customs debt by this method causes delays of approximately 1-3 days in the customs clearance process. The delays are due to the fact that each payment order to the customs office treasury account involves physical travel to the customs office and manual validation of each payment by customs workers. Therefore, from 4 September 2023, DHL will no longer carry out customs formalities using bank transfer to the customs office treasury account as a payment method for customs debt. Thus, the options for payment of customs debt in customs formalities carried out via DHL will be as follows:

Payment of customs debt by DHL By using DHL's customs services "Customs Duty Paid - Importer and Customs Duty Paid - Consignee", importers and consignees of parcels can request DHL to pay the import customs debt on their behalf using its customs warehouse at the applicable customs office. For this service, DHL charges a fee (Duty Paid Fee - Importer) of 2% of the duty amount, but not less than RON 50 + VAT.

Payment of the customs debt using the cash deposit opened by the consignee/importer at the relevant customs office Legal persons who have their own cash deposit set up at the customs office where customs formalities are carried out may use this deposit as a method of payment of the customs debt. To use this method, you must notify the import agent by e-mail of the number and password of the cash deposit set up at the customs office. Note: If you wish to continue to pay your customs debt by money order to the treasury accounts of the customs offices as part of the customs formalities for the parcels transported by DHL, DHL cannot offer customs clearance services and you will have to organise the customs process independently by choosing a customs broker to whom DHL can send the necessary documents for customs clearance, as the transfer process may incur additional costs. In these cases, once you submit the customs declaration with customs clearance to DHL, the parcel will be delivered to its destination.
