Changes regarding the payment options of customs duties and taxes applied during the customs clearance process

We would like to inform you about the following changes regarding the payment options of customs duties and taxes applied during the customs clearance process of shipments transported by DHL Express Romania

The changes will come into force on 4 September 2023.

New Customs debt payment options

Since the customs authorities in Romania do not have an IT system that can quickly and automatically process bank transfers to the treasury accounts of the customs offices, the payment of the customs debt using this method generates delays of approximately 1-3 days in the customs clearance process.

The delays are caused by the fact that each payment made into the treasury account of customs offices, involves physically traveling to the customs office and manual validation of each payment by customs workers.

Therefore, as of September 4, 2023, DHL will no longer carry out customs formalities using bank transfer to the treasury account of customs offices as a method of paying customs debt.

Accordingly, the payment options of customs duties during customs formalities carried out by DHL Express Romania will be the following:

• Payment of customs duty by DHL Using DHL's customs services "Duty Tax Importer and Duty Tax Receiver", importers and consignees of parcels can request that DHL settle the import duty on their behalf using DHL’s cash deposit at the applicable customs office.

For this service, DHL charges a commission of 2% of the value of customs duties, but not less than 50 RON + VAT.

• Payment of the customs debt using the cash deposit opened by the consignee/importer at the applicable customs office Legal entities that have their own cash deposit established at the customs office where customs formalities are carried out, can use this deposit as a method of paying the customs debt. To use this method, you must communicate the number and password of the cash deposit established at the customs office by e-mail to the import agent.

Note: If you still wish during customs formalities related to parcels transported by DHL to pay the customs debt by bank transfer to the treasury accounts of the customs offices, , DHL cannot provide you with customs clearance services and you will have to organize the customs process independently, by choosing a customs broker to whom DHL can send the necessary documents for customs clearance.

In these cases, after you send the customs declaration with customs clearance to DHL, the package will be delivered to the destination.
