Important notice regarding legal obligations under Law no. 239/2025

Following the enforcement of Law no. 239/2025, we would like to inform you about the new obligations regarding the payment and declaration of the origin of postal parcels, which will come into effect from January 1, 2026. Please read the information below carefully and act in accordance with the new regulations to ensure legal compliance and avoid delivery delays, additional costs, or refusal of delivery.

Key information regarding the new tax

Starting January 1, 2026, under Law no. 239/2025, a 25 RON fee will be applied in Romania to each parcel that cumulatively meets the following conditions:

• The shipment originates outside the European Union;

• The declared value to customs authorities is under 150 EUR;

• The parcel is delivered to the final recipient/buyer in Romania.

The 25 RON fee is payable, as applicable, by: • The goods supplier;

• The person sending the parcel;

• The entity facilitating distance sales through a digital platform;

• The logistics intermediary, as a direct beneficiary of postal services.

Obligations of senders

Senders have the following legal and operational obligations:

• Accurate, complete, and truthful declaration of origin;

• Declaration of the real value of goods, according to commercial documents;

• Provision of all information required for completing customs declarations (H7, H1, or other formalities); • Payment of the 25 RON fee, when applicable by law;

• Assumption of responsibility for consequences arising from incorrect, incomplete, or false declarations, including potential sanctions from the competent authorities.

Failure to declare or providing incorrect information may result in delivery delays, parcel blockage, or refusal to process the shipment, in accordance with the legal obligations of the courier service provider.

Obligations of recipients

Recipients have the following obligations:

• Providing, upon request from the courier or customs authorities, the information required to complete customs procedures;

• Payment of the 25 RON fee, if applicable by law or in case the sender has not paid it;

• Observing communicated payment deadlines to avoid delays or parcel return;

• Accepting that delivery may be conditional on the payment of the fee and completion of legal formalities. Failure to pay the fee or fulfill legal obligations may result in return of the parcel to the sender or treatment in accordance with applicable legal procedures.

DHL’s responsibilities as a courier service provider

To comply with the new legal requirements, DHL INTERNATIONAL ROMANIA SRL will:

• Identify parcels eligible for the application of the fee;

• Collect the 25 RON fee from the sender or recipient, as applicable;

• Ensure that the fee is collected separately from transportation and delivery charges;

• Perform monthly reporting to Romanian tax authorities;

• Transfer all collected fees in full to the state budget;

• In case the fees are not paid, return the parcel to the sender.
