Important DHL Globalmail service update

Temporary suspension of DHL Globalmail service for shipments of goods to the US. DHL Express services are NOT affected

As you may be aware, effective July 30, 2025, the U.S. issued an Executive Order entitled "De Minimis Duty Suspension De Minimis for All Countries". It states that all shipments of goods sent by business customers that arrive in the U.S. after August 29, 2025, at 00:01 a.m. (Eastern Daylight Time), will be subject to customs duties. At the same time, the $800 threshold for duty exemption has been eliminated, and the new rules also make important procedural changes related to mail shipments.

For this reason, we are informing you that we are temporarily suspending DHL Globalmail postal mail service for shipments of goods to the US.

IMPORTANT! However, please be assured that DHL Express services remain available to both the US and Puerto Rico customs territory.

Changes Summary

  • A reminder that DHL Express services are still available to the US and Puerto Rico. Time Definite International services can be used without any problem, and for further support please contact your DHL Express account manager.

  • DHL Globalmail postal services - temporarily suspended for the US and Puerto Rico

  • DHL Globalmail services for shipments containing goods to the U.S. and the U.S. Customs territory of Puerto Rico are suspended effective August 22, 2025.

  • This suspension does not affect documents and printed materials, which can continue to be sent without problems. DHL Globalmail services also remain available * for all other destinations.

Since the announcement by the US authorities, the DHL Globalmail team has been working continuously to clarify the outstanding issues and to find workable solutions to the new requirements imposed by the US authorities on mail items.

These changes affect all postal companies worldwide that transfer mailings to the United States Postal Service (USPS) via postal processes. The U.S. Customs and Border Protection and the USPS are still working out the details of the processes and regulations that will define how postal mail will be handled in the future. Although some additional information was released on August 15, there are still key unresolved issues such as how customs duties will be collected, who will collect them, and how the data will be transmitted to the US authorities. It is our intention to implement the new requirements as soon as they are detailed, so that we can resume DHL Globalmail services to the US for shipments containing goods.

Until the new procedures are finalized, we unfortunately have to temporarily suspend DHL Globalmail shipments containing goods to the US and the Puerto Rico customs territory.

Please be advised that this does not affect printed documents and materials, which can continue to be shipped.

Many other postal services in Europe (e.g. Post Nord in Sweden and Denmark, BPost in Belgium, ÖPAG in Austria) have taken similar decisions. In addition, PostEurop, the association of European postal operators, has already communicated that its members, in agreement with national authorities, will have to restrict or temporarily suspend the shipment of goods to the US through the postal networks.

The removal of the previous duty-free threshold for business customers affects all import logistics processes into the US. However, the changes set out in the Executive Order only apply to postal shipments, not commercial imports. This means that DHL Express services, including Time Definite International services, remain available to you as a shipping alternative.

We are closely monitoring developments and, together with our European partners, are in constant dialog with the US authorities. Our objective is to resume mailings to the US as soon as possible.
